The State of Primary Health Care Service Delivery in Nigeria
The State of Primary Health Care Service Delivery in Nigeria Report was developed by ONE, National Advocates for Health, Nigeria Health Watch, Public & Private Development Centre (PPDC), and other partners, as an advocacy tool and measure of States’ progress in the implementation of the Basic Health Care Provision Fund (BHCPF) in all 36 states and the Federal Capital Territory. The report:
- Reviewed the implementation of the BHCPF by the National Primary Health Care Development Agency (NPHCDA), National Health Insurance Scheme (NHIS), and the National Emergency Medical Treatment (NEMT) gateways
- Evaluated states based on enabling legal and policy environments for health and health planning; health financing; human resources; health products and technologies; health management information systems; service delivery and community involvement
- Ranked system of State healthcare service delivery readiness and implementation.
- Recommended solutions to increase utilisation of BHCPF at the State level.
This inaugural edition of the report aims to create awareness about the BHCPF, its implementation and opportunities for improvement at the Federal and State levels, and to highlight the highest performing states in the country.

The National Advocates For Health (NA4H) Group was inaugurated in November 2017 by then Hon. Minister of Health Prof. Isaac Adewale. It is made up of 26 distinguished Nigerians from diverse backgrounds and geo-political zones of Nigeria. Members are from various professions ranging from Health, Parliament, Media, and Traditional Leadership. The Group has been leading high-level advocacy for sustainable financing and access to quality health outcomes.

Public and Private Development Centre (PPDC) is a citizen sector organisation established in 2003, driven by the desire to have a more transparent and accountable government as well as citizens empowered to actively participate in governance processes.
